A former legislative assistant to Senator Harkin in Washington D.C., Joseph joined The Harkin Institute in 2016. Previously, Joseph served as senior vice president of government relations and public policy at the Greater Des Moines Partnership. Joseph Jones serves as the executive director for The Harkin Institute for Public Policy & Citizen Engagement.
David Steele
Fiscal Unit Chief, RSA
Specializing in financial management of grant awards, David Steele currently serves as the fiscal unit chief for the Department of Education’s Rehabilitation Services Administration (RSA). Prior to his work with the RSA, David was the Part C Coordinator for the State of South Carolina under the Individuals with Disabilities Education Act.
Scott B. Sanders
Executive Director, NASWA
Scott B. Sanders has been the Executive Director fo the National Association of State Workforce Agencies (NASWA) since 2014. In this role, Scott manages NASWA as it represents the 50 state and three territory workforce agencies and assists in corrdination of program activities that help individuals become re-employed.
Janet LaBreck
Former RSA Commissioner
As a nationally recognized senior executive and presenter, Janet LaBreck has over 20 years of leadership supporting people with disabilities. Between 2013 and early-2017 she served as Commissioner of the Rehabilitation Services Administration (RSA) within the Department of Education.
Joelle Brouner
Director of Community Access, CO DVR
Joelle Brouner has held leadership roles at vocational rehabilitation (VR) agencies fro more than 10 years. She’s currently the Director of Community Access for Colorado’s Division of Vocational Rehabilitation (CO DVR), providing legislative and policy analysis, as well as leading outreach and communication efforts to external stakeholders. She also directed Colorado’s combined VR program.
